The colorful strip where their nostrils are located are called "ceres" and it is normal for them to shed/peel every once in a while like we shed our skin.

I'm not too sure if there's anything you can do about it much. Losing weight overall would help. Wear pants that are not as tight (don't want a camel-toe) or find some way to cover it up. If you're wondering, no one is an expert on vampires, which are fictional. They might just drink the blood of babies from the get-go since humans have a longer lifespan and it takes too long to wait for them to grow up and mature.
