If you didn't know, "emaciated" means "wasting away". To answer your question directly, you are not overweight. You are underweight. The website is telling you to pack on some pounds, before you plummet too far down the hill.

Yes it is underweight, though its not deathly underweight...I would search under google "gaining weight healthy". Dont gain weight on your own (eating a lot of junk food) because thats not the healthy way to gain weight. But there is articles online that tell you how to eat healthy foods + gain the weight. I think you should gain 5-10 lbs and you'll be fine =) ]

yes and no. my sister is your age and height and shes about 100 pounds which is average. i wouldnt say you are underweight but you are no where near overweight.. your just under average which is alright.. just dont lose more weight! ]
