Old Navy, Abercrombie & Fitch, Hollister, American Eagle, Express, Aeropastale, Pac Sun, Wet Seal, Charlotte Russe, Macy's, Forever 21, Target, Wal Mart, Kohl's JC Penny, Filene's...they're pretty much everywhere since they're a new popular style.

along with everybody elses answer, i do not suggest these 'skinny jeans' if you have any type of hips. stick to the boot-cut or wide legged. they do nothing for you unless your super skinny. just some other type of advice.
&& sry i didn't mention any stores, the other ppl did a good job.

You should be able to find them at just about every store at the mall. Forever 21 & Wet Seal should have them.

Well, I am not very skinny. But you can buy them at any Jc pennys, Goodys, Peebles, Maurices, and such. Walmart and Magic mart dont have very good jeans in my opinion. Just look around for the small sizes and you should find what you are looking for. Hope I have helped :]

Do you mean jeans in small sizes? Or the actual "skinny jeans" that are tight all the way down? If it's the second one then Express has them. Just look around the mall and you'll find them in lots of stores though.
