A good-fitting bra should be comfortable, not too tight but not so loose that it doesn't hold anything up. Go to a bra-store such as victoria's secret, and they should be able to help you size yourself.
Really, though - if you ever feel like you don't want to wear a bra or that it's uncomfortable, you don't have to. Your breasts won't sag with time if you don't wear a bra, (actually, bras can contribute to breasts sagging more) but if it makes you more comfortable to wear one, go to a place where they'll teach you how to measure yourself. FrEe2bMe answered Sunday November 14 2004, 10:35 am: "Falling out" can sometimes mean that you need a larger cup size or the side around (the number part) is too big and so your straps fall down causing your cups to sometimes fall out. Your best bet would be to go to a store that measures you, like VIctoria Secret, and sometimes Foleys and other big department stores do as well.
