it's about right for your age. but when i was 12 i had 38d cup so everyone is different. you'll keep growing until around your eighteen. right now i am 15 and have a 44dd cup so you'll keep growing believe me. (lol) so if you think that yours are too small i have some breast exercises that will help enlarge them.

It's not unhealthy. Everyone grows differently. A lot of people would consider you lucky to have breasts. I'm almost fifteen, and I'm an A36.

People grow at different rates. It's natural to "mature physically" at any age. Some girls start their periods as early as 9 years old! 36B is not a bad thing. Each generation, people are growing at an earlier age, anyway, so it's allright. Heh.
