I started wearing stuff like eye shadow and lip gloss from the age of seven but I never wore it every single day to school and such, it was just for special occasions.
I didn't start wearing make up everyday until I was 13, I think that's pretty average.
Some people don't start wearing it until much older and some never do.

I know some who didnt wear it til freshmen year of High School. So, you can start at 13 and up. It just depends on if your mom wants you to start wearing it. Whenever you and your mom/dad are ready for you to wear it, then go ahead and start wearing it =D Just start off with alittle powder and mascara and lipgloss or whatnot.
