Sometimes girls can just be coy like that. Some are backstabbers and are just trying not to get too involved so they can keep their options open, some say it but they mean that they love you as a friend,Some are afraid of getting too attached because they are scared of getting hurt, and some just don't want to show it because they are scared you will think they are clingy. There are many reasons why and it's kind of hard to determine which one applies to you. I think you should just talk to your girlfriend and ask her about and just be honest with her and tell her you don't feel like she cares. She will understand i promise and if not then she's not a good girlfriend

Sometimes girls want to know that you love them so you have to be willing to show that to them. They say "I love you " because they feel it but also to see how you will respond to it. They back off if they feel that you weren't affected by it and show it more they know you feel the same way.

How do you expect them to show it ?? Some girls don't know how to show it .. Then some girls do know how to show it but there afraid you might run off .. It just depends what the girls personality is ..

She could love you or she could not. I as a girl tell my friends I love them but I only mean in it in a friendship way cause that's just how girls are. If a girl tells you they love you, consider some of this. Are you dating? Are you close friends? Does she like you? She may just be saying it as a friend way. Or if she really does love you, she could be too shy to show it. Girls can be pretty shy so that could be it. If a girl has told you she loves you. I would suggest asking her in what way she meant this so you can know why she doesn't show it.

She may not know how you feel about her, and doesn't want to risk putting more of her affection on the line and have you possibly reject her.
If she loves you, you should love her back (if ya'll like each other) or else that's just not fair to her.
If you don't , sit her down and as nice as you can tell her you value her friendship, but you just don't feel the same way about her.
