what does it mean when a guy is uncircumsized?

does it have any disadvantages or effect anything?

uh..ok well, when a boy is born they have this extra peice of skin on there "thing". so getting circumsized means once there born the cut it off. so uncircumsized means they still have the skin. it doesnt really do anything...i dont think.
