It means they have foreskin on their penis. Some people are circumsized and some aren't. Most people do it when they're newborns. For more info go here:

uh..ok well, when a boy is born they have this extra peice of skin on there "thing". so getting circumsized means once there born the cut it off. so uncircumsized means they still have the skin. it doesnt really do anything...i dont think.
