Okay, there's this guy Robert. Long story short, he's annoying. click somewhere there are no icons and hold. drag the mouse back down to the bottom and release. if that doesn't work right click the bar and uncheck lock the toolbar (or something similar) and then drag after you have it where you want it check lock toolbar and it wont move again
