is it okay for a girl to ask a boy for his cell number

It is okay. But the crux of the issue lies in whether it is against your principles. I don't believe in making the first direct move to a guy. Because

1) most of the time, the guy will take the girl for granted
2) in every relationship, I feel that either the guy should like the girl more OR they should love each other to the same extent. This may seem really selfish but that's just my opinion. Relationships seldom work out with girls loving the guy more.

Bear in mind you don't have to follow my opinion. Some people might disagree with what I say, but you're free to make your own choice. =)

Of course it's alright!

Even though it's "common" for guys to always ask the girl for the number or ask the girl out or something, it's time to show the guy you have some confidence and make the first move, so he doesn't always have to. :]

Guys like it whenever a girl can do the asking for once, it'll show you're confident and that you're interested in talking to him more and hanging out with him more.
