Well it's technical ok to shave anywhere. I mean it's not like theres a rule against it but my advice is not to shave those two areas. Do you shave your legs? If yes you would know how fast and un pleasant your skin feels when it grows out. Would you like your back to feel that way? I would recommend to just wax. Even though it hurts a little bit, its alot better then shaving. It won't grow back as fast and it won't feel all pointy when it grows out.
