In the heat of the moment, those underwear and boxers could more than likely come off. This is perfectly okay if you are both okay with it, if you have the right means of protection (for you both). If not, and you have unprotected sex, there will probably be consequences to your actions: pregnancy, STD's, not to mention sec is a milestone in a relationship and does change things a fair amount.
Also, you don't have to jump into having intercourse. There are plenty of other things you two can do, such as mutual masturbation, foreplay, oral/genital sex (with protection, your choice).
Just keep all of this in mind for just in case those underwear come off. Remember to have "the sex talk", because otherwise your decisions could change the rest of your life.
If you can't talk about it, you shouldn't be doing it, I say.

you have a chance of getting caught up in the moment and wanting to go further. so basically if that happens you might have sex, but since you weren't really planning on it you might not have a condom so you could get pregnant. also, parents might walk in on you, and that wouldn't be any fun. but if you just makeout, then nothing bad can really happen.
