Well, just tell him how you feel about him. Instead of making out with him, you could tell him how you think of him a lot, and really want to stay with him. Hug him when you see him, cuddle with him when you watch a movie together. Look into his eyes and make him feel like you really want to be with him. He'll feel really loved, and it'll make him want to do the same back.

Most importantly, you have to let him know that from the bottom of your heart. Anyone can say "I love you." but it takes a lot to say it and truly mean it. Many people say that the timing has to be perfect and all, but it really doesn't matter if you really do love him. Sure, it'd be nicer if it was a romantic and appropriate setting, but when the moment seems right to you, that's the time to say it. Spend more time with him and take notice of when and where he's most comfortable. Also, it's critical to show him that you care about him.
