Instead of making out with him, you could tell him how you think of him a lot, and really want to stay with him. Hug him when you see him, cuddle with him when you watch a movie together. Look into his eyes and make him feel like you really want to be with him. He'll feel really loved, and it'll make him want to do the same back.

Anyone can say "I love you." but it takes a lot to say it and truly mean it. Many people say that the timing has to be perfect and all, but it really doesn't matter if you really do love him. Sure, it'd be nicer if it was a romantic and appropriate setting, but when the moment seems right to you, that's the time to say it. Spend more time with him and take notice of when and where he's most comfortable. Also, it's critical to show him that you care about him. You can make him a CD with your guys song // if you have one// or just his favorite song. Make him a little scrap book with memories and pictures with you both. If you're talking about physical wise... you can try kissing him (mouth closed), hugging, just holding him tight, stroking his hair, kiss his cheek etc, hold hands.
Write him poems. Make him things, like scrap books. Send him letters. Write him notes. Write him emails. Talk with him on the phone. Buy him a teddy bear. Take him out to the movies or to eat. Go on a picnic. Have a quiet day at the park. And last but now least, tell him you love him of course! You know, things like that.
