There is this guy I see around that I like. We had some moments when we made eye contact and he nods at me or says hi in a really low voice but that its. I wonder if he likes me back. What else could I do to get his attention?

Hello,
Well, it already seems that he has noticed you, so you don't need to try and get his attention. The next step would be to go and speak to him. If you have facebook, or twitter, add/follow him. Speaking over the internet can be easier than face to face. But also speak to him in person, after you have crossed that first barrier talking online.
Just ask how he is, what he's been up to recently, and talk about school etc. Even if you just say "Hi. How are you?", atleast it gets a dialogue going.
Atleast this way, you can test his reaction, to see whether he likes you. If he does, he will be interested in speaking to you. Maybe he'll even make a move, after he feels confident with speaking to you.
