Too high.

I know of several people that have gotten pregnant because of semen accidentally and unintentionally entering the vagina.

He could probably get rid of the semen on his hands by washing his hands after coming into contact with his semen.

Then I think it'd probably be safe to do so, but I wouldn't recommend doing so until after he's washed his hands with soap and hot water.
