Get some black eyeshadow at the drugstore. It's cheaper and since eyeshadow is a powder and not a pencil, it will stick and stay on all day. You should also get a black eyeliner pencil just to clean it up afterwards so it looks neater.

Find the crease in your upper eyelids, where your eyelid folds so you can open your eyes. Trace the eyeliner pencil over the crease. Make sure you accentuate the outer corners of your eyes. Fill in the part beneath the black line with black eyeshadow. You are now done with the top part.

For the bottom:

Find that skin-colored barrier between the red part and the lower eyelashes, and fill it in with black eyeshadow. Then, get the eyeliner pencil and draw another line right beneath the eyelash. Instead of making it follow the curve of your eye, make the line more straight, so the inner and outer corners of your eyes are more accentuated. This will give your eyes the blunt, shadowy look you want.
