I enjoy making AIM buddy icons. There is one site that I always submit at. THat site is dollbuddieicons.net. Today when I went to the website instead of the usual home page coming up this message came up:

PHP is not enabled on your account.

What does this mean? And can I do to get it to work? Thank you.

"PHP is not enabled on your account" means that the site owner was running a script that uses PHP but the company that hosts the site does not offer PHP to the site owner. This isn't a problem on your end, it a problem with the site and their hosting company. There's nothing that you can do but wait for the people that own the site to fix things.
