Saying "getting stoned" is simply another way to say that someone was getting high off drugs. Those commercials serve to inform people on the effects of using drugs. It saying that you were too drugged up, or stoned in their words to be doing the responsible, mature thing, like taking care of your brother. Hope this helped. :)
