you know those chermicials that say when your little brother needed you and you weren't there you can just tell him that you were out getting stoned. What does the getting stones part mean?

Those commercials serve to inform people on the effects of using drugs. It saying that you were too drugged up, or stoned in their words to be doing the responsible, mature thing, like taking care of your brother.
