As to whether I would allow someone 13 to babysit for me would depend on: how well I know them, how long I would be gone and where I was going. Also how mature I felt the person is.
The American Red Cross offers a babysitting program that includes CPR classes for infant and children. Upon completion of the program you are a certified babysitter by the American Red Cross. This would be a definite plus if I were to be looking at you as a babysitter.
Suggestion: Call the American Red Cross in your area to see if they offer the course. If so, see if you are old enough to take the course and what is required to do so. [ adviceman49's advice column | Ask adviceman49 A Question ]

lovealways1221 answered Tuesday July 12 2011, 4:00 pm: it depends on how mature this 13 year old is.
When i think of a babysitter, the first thing that comes to my mind is "would they be able to save a child's life if it were in danger?"
So if you think a 13 year old is capable of saving a child's life if it were in danger, then i guess your answer is that they aren't too young. I myself would personally want someone older, around 16 or 17 because at that age, you're taught how to save lives and you're more mature at that age. Xui answered Tuesday July 12 2011, 3:13 pm: Depends on who you ask
Most mothers would prefer to have someone who is mature and responsible to babysit their children.
If you asked me, I would prefer someone with experience and a bit older than 13 to watch my child. As looking after young children is a very big responsibility and is not an easy job. [ Xui's advice column | Ask Xui A Question ]
