I think that you could get a weekend job at a local library, but your birthday needs to be before a particular month. You could do things like cleaning the trays and sweeping etc, either voluntarily or they may just give you a small amount of cash for helping, without them putting it through the tax system. Sort of a thank you, but without you being an official employee.
Maybe a hair salon could use you to sweep up the cut hair?
It's tricky, as like the others have said, you can't be legally employed, but I am sure if you are clever and motivated you will come up with a nice idea.
Maybe:
Window washing
Ironing: You could say that you will iron a load for $5
Weeding
Dog walking: Some girls where I lived started a business doing this and it became very popular and busy!
Dog washing
Small pick ups and deliveries, ie, if an old person needs some milk from the shop but it's hard for them to get there.
Sewing repairs/alterations
Childminding: This is like babysitting, except you play with the kids while their mums are at home cooking dinner,etc. You become very helpful because you entertain the children which free's their mum up to do other important jobs around the house. This also covers you legally as you are not left alone with the kids. I wish there were more people near me offering this service, so I bet you would be snapped up quickly, particularly if you can have some good character references, say from your mum, teacher, aunty, neighbour, that let people know how good you are with kids and that you are trustworthy and reliable.

If you are looking for a regular part-time job such as working at a fast food restaurant or a summer job as a camp counselor; you are to young for those jobs. Depending on the laws in your state you may even be to young to baby sit.
The best type jobs you can hope for are the old standbys for teenagers. They would be mowing the neighbors lawns, helping to clean out the neighbors garage, washing cars and possibly delivering newspapers. I say possibly for where I live that has become an adult occupation.
Your at an age right now that your to old to be called a child, yet your to young to be a young adult. When my son was your age I coined the phrase "betweener". In between the ages where there are things that are meaningful.
If you want a job, not for the money but for something to do, which is about all you can do at this time. You could contact your local parks and recreation for summer assistant camp counselor. You get to go to summer camp for free or reduced cost and it look good when you are old enough to actually have a job to put as work experience.
I wish I had something better to offer you but I am afraid with the possible exception of baby sitting, there is not much else for you to do to earn money until you are at least 3 years older. [ adviceman49's advice column | Ask adviceman49 A Question ]

You can always make a lemonade stand or sell something such as cookies or other stuff. You can also offer to babysit if you know someone who would pay you to do it, you could also surf it on the net, I'm sure you'll be able to find some great jobs near your place :)
