When you say you say a picture of a girl with a girl and a bra what do you mean? a girl=chick=lady=woman or a girl=teenager or a girl=child/minor?

Depending on what you saw depends on just that what you saw. Im not a lawyer but if it was a female adult with a bra and panties on I am not sure it is illegal but more of a its not your concern, and you should respect his/her privacy.
and im not sure even if its a minor ...you see children wearing undies and beginners bras in weekly circulars, and on undies and bras packaging so agaim im not sure whats illegal but i know for sure that if its a minor being sexually exploided, exposed, nude or in a sexual positionor doing a sexual act and is in fact a minor then it is illegal and you should tell an adult and get him/her some help even if it means getting the police involved.

But if it was just a young woman wearing panties and a bra only in my opinion theres nothing to report, you might see him/her differently but thats pretty much it

I'm not sure how old you are because I can't see your age, but if the girls in question were under the age of 18 in those photos then he could be arrested for possessing child pornography and face charges. He could potentially be labeled as a sex offender for the rest of this life.

If the girls were over 18 in the photos, then nothing would come of it :)

Nothing. It's his private e-mail & you weren't even supposed to open that e-mail. If anything, you're in the wrong for snooping. Don't report it. It's a waste of your time, and he'll be upset with you.

Unless it was pornography, there is nothing to report. Scantily clad photos are legal to have in your private e-mail box.

It's his business, not yours. So unless it's child porn or something (which it doesn't sound like ;)), nothing can happen if you report it.

Don't bother reporting that, it's his personal business and the pictures aren't harming anyone... so act like you didn't see them and let your friend do what he wants (even if you don't approve of it)!
