If you are in class ask someone for a pencil (even if by chance you already have one), this is a conversation spark that always works. Just go up to people in your classes and talk to them. Some of them may think you're weird, but it could work out in the long run.
If you join clubs or partake in sporting events then you're sure to meet people. The more activities you involve yourself in , the more people you will meet and make friends with.
