The glitter around the doll would be considered a glitter fill, and you would need either PSP (Paint Shop Pro) or JASC Animation Shop. You can try out the free trials for 30 days, but after that, you have to pay.

The sparkly part is some sort of layering technique. Lots of people on fan site forums make them for people. Or ask the person who has it where they found it.
