It's a non-sexual thing with toddlers, babies etc. and becomes linked to something sexual usually in the teen years.
Girls on the other hand don't have access to their genitals like boys do because a lot of it is internal with the exception of the vula, clitoris and all of that. They may also have been taught that nice girls don't and not to talk about it etc. or that it was dirty or whatever.
In reality from the stats I've read I believe its 55% of women masturbate and 90% of men. There may be a higher of girls/women who do but they just don't talk about it. Girls are more discreet usually.
Also, it is kind of embarassing to admit to something like that especially if you think you're weird or the only girl among everyone you know that does and you don't want others to know.
I think it just boils down to confidence about your body or lack their of and being afraid of what others think or just wanting outright privacy as let's face it it's private and solitary thing. Guys are more comfortable talking about masturbation mostly because it's been out in the open for a really long time. But that isn't true for girls. For a really long time people thought it was disgusting for a girl to be doing this to herself. Since it wasn't out in the open that we do it too, girls generally thought they should keep it a secret.
Even in our time, girls generally only admit they masturbate to their best friends or their boyfriend/sexual partners.

It's natural and some girls may well not feel comfortable enough with themselves to do it or they do masturbate yet don't feel comfortable telling others they do this to themselves.

I'd say it largely depends upon the girl/ woman and the level of their maturity and the maturity of the people around them. There's nothing like trying to have mature conversation about masturbation and having a crowd of immature teens (adults even) mock you. It is also a very private/ personal subject, and far and wide, people like to keep private/ personal things to themselves. If you were a 17 year old bed wetter would you run out and tell the world? orphans answered Sunday June 24 2007, 2:44 am: Maybe they just feel uncomfortable on talking about it. Girls tend to be not as open as guys are with the entire subject including all types of sex. I guess some girls could be open with it but some girls tend to be embarrassed. I do not know anything else to say I guess it depends on the girl.
