Are strapless dresses made for girls with only big breats to fit at the top? I'm flat but I want to wear one but I'm scared anything bad or embarrassing might happen..

if you are flat chested but want to wear one,
you shoukd wear one! just make sure it not loose or anything, make sure it fits well. if its fits your waist but not your chest you can always have it hemmed so it fits perfectly and won't fall down.

and I've worn strapless dresses many tiems before.
Just make usre to try the dress on before and,perhaps get a dress that is a little bit tighter than normal (but not uncomfortably so) so that the dress is tighter around the top area.
And if you're really nervous about a malfunction I'd just stick with straps. I mean, it doesn't hurt to be on the safe side, and if you spend the whole ngiht worrying about your top you'll really not have much fun. [ greentea's advice column | Ask greentea A Question ]

a lot of girls who are let's just say not very big; wore strapless dresses for homecoming and looked great.
although it does depend on the dress.
Usually zipper ones are much better then the type that are like elastic at the top (like some skirts are...)
but always try it on and move around in it a bit.
this may sound dumb; but like if you are wearing it to a dance; dance in it a bit to make sure it stays on.
If worse comes to worse you could always use double sided tape to help ( a friend of mine did that when she got a size too big!)
