I can't really sit here and say, "OF COURSE!! TOTALLY!!" but I also can't say that he doesn't either. IT really depends on the situation. He probably likes you, but maybe not in that way. He might have just been showing affection in a different way.

theres two possible reasons why he touched your arm... either he was flirting with you, or it was just completely on accident. you really cant find out for sure. just flirt with him and if he flirts back, maybe he likes you.
