Carsons has almost every color alive..Targer, Walmart..if you go to any store thats like those to then itl have it but carsons or a store like carsons (not every state has it) THEY HAVE TONS of make up and eye shadows. Hope i helped hun

ANY drugstore such as cvs, rite aid, basically any where that any type of make up is sold, there will be most deff colorful eyeshadows
also, for a bit more expensive, you can try departmeny stores

Hot Topic, Sephora, Kohls, M.A.C , and some other places I can't think of right now. You can even go to CVS or a drugstore that sells makeup and they usually sell cheap colorful eyeshadows there. But if you're looking for neon colors, I definetly suggest Hot Topic or M.A.C.
