Well, it doesn't take a doctor to answer this one...
Try tensing up your leg muscles and then poking them. If they feel hard, then it's muscle, and if they feel soft and flabby, there is a layer of fat over the muscle.
There is no type of food that will go to your legs. Excess calories will be stored all over your body as fat deposits, but some people are genetically predisposed to store fat more in some places than in others.
To avoid it, just keep the number of calories you're consuming in a day below the number of calories you're burning. ]
