Well, doing your best to look good is a good thing to do, try browsing for clothes and find the one you believe looks best on you, that should give you some confidence on how you look.
Also, the words ugly, and good looking is an opinion, not a fact! To some people you look devilishly gorgeous/handsome, and to some you might not.

and who decided that you are ugly? and it is a bad thing not to care about you're appearence. people can see that. and beauty comes from self confidence. if you are a confident girl, people can see that and see your beauty. if you see a pretty girl walking down the street but you can tell that she doesn't have confidence, it takes away the glow of the person. but if you see someone with confidence, you see a glow around them, and that's the beauty that people see. i know you've probably heard this a million times but it's the truth. i'm not just trying to be a mom or sound like a guidence counselor. but, it's the truth. beauty is all about confidence

Alright, let's get something straight: You ARE beautiful, no matter what anyone tells you. Everyone is beautiful in their own way, and I can guaruntee you that someone out there thinks you're one of the most beautiful people on earth. Never look down on yourself. When you're feeling self-conscious, remind yourself of all of your good qualities.

Yes, you should care about your appearance. There is a difference between feeling good about who you are right now and wanting to improve upon yourself to make you look even better. Don't like your eyes? Experiment one day and go out to the mall with a little mascara and eye shadow. Hate your complextion? Try some cover-up or foundation. Whatever you do, be sure to stay true to the real you and accept yourself the way you are.

As to your "friends" calling you ugly... no friend of mine would call me ugly. If you can't tell if they are kidding or not, they've definitely crossed the line. If you don't listen to anything else I say, be sure to listen to this: Get new friends. Nobody needs people dissing them, especially the people they care about most.

If you call yourself ugly in front of your mom it might make her feel bad, you have part of your looks from her. Your friends are saying it in a sarcastic way, it probally bothers them because you say it frequent and they know you are pretty. They don`t care what you look like other wise they wouldn`t be your friends. Your friends and mom love you for who you are not what you look like. You care because you feel as if maybe people won`t like what they see and if you`re not good enough. Help build your confidence up more by wearing alittle make-up, have friends help you, bring yourself out shopping buy new clothes. Hope this helps. =] ♥

You think you're ugly, because as you've said, you look down on yourself. Don't do this. If YOU don't think highly of yourself, noone will.
Real friends don't call each other ugly. Even if it's a joke. Because deep down, a comment like that is obviously going to play on someone's mind. Tell them not to say that to you anymore, because it hurts. They should understand.
You should start taking pride in your appearance. Really make an effort. Get a new hair cut/style/new makeup etc. It will make you feel refreshed and so much better about yourself.
and remember, everyone is beautiful in their own way. :)
