Well, you never mention a budget, so I'll just throw some ideas out there for ya.
If you're interested in getting him a store bought gift, try keepin' it simple. Spring for some posters, a leather jacket, nice cologne, a gift card, a nintendo system, or some DVD's.
You could always take him to a fancy dinner.
Another option... you could MAKE him dinner!! If you're up to the challenge, you could try stuffed chicken breasts with potatoes of some sort with a fresh garden salad and sundaes for dessert! Ooooh, or LASAGNA!!
And if you wanna get creative, how 'bout you just go to the park?? Bring a blanket and some music! And pack a picnic lunch, which doesn't have to be difficult. It can consist of turkey sandwiches on slice bread, grapes, watermelon, pretzels, twinkies etc. And make shore you bring a crap load of bread to feed the duckies!!
Another possible suggestion... you could always make him a poster or a photo album. You could deck it out with markers, photographs, quotes and so on.
How about making him some sort of little quilt with protective clear pockets that you can insert pictures into, and take them out to wash easily?

Something personal that reflects things you have done together are always good. For example, if there is a movie you both enjoyed together, get him the DVD. If there is a band you both like, get him the CD. Something you know he likes, but that also reminds him of you. Those are the gifts I like receiving the best!

*Clothes
*A mix CD w/songs that make you think about him
*Anything that deals w/his hobbies*say he likes tennis, buy him a new racket or a million tennis balls that say I LOVE U on them, lol)
*A really sweet card & money
*Well here's what my cousins bf did for Valentine's Day that you could do 4 your b/f's birthday! He called her and told her to go outside, and when she opened the door there was roses & a card. Then he called her again & told her to walk around the house & there he was!! <<sooo sweet!

if you have little inside jokes or special things like an animal/song etc. that may be cute. Or if you have a cassette tape or cd burner you could burn him a cd, that's what I did. Good luck and I hope I helped!

Has he been hinting at something you can afford at least? If so problem solved. If not read on. I find what works for most people is going out to dinner someplace nice that ordinarily you wouldn't. Then there is the do it yourself dinner kit. Dress up nice and surprise them with a hopefullu edible dinner and candlelight.
If there is a concert or play upcoming in your area that he would want tickets for try buying those. Everyone likes movies and getting in for free when they are charged $14 to get in. The gift certificate route for DVDs, books, movies always works. I am not big on getting chocolate but giving it to a guy may work.
The bottom line is the thought behind a gift not the actual gift itself. Go with your gut and your heart on what you think he would like. Not having met him I doubt any of us could give more advice than that.

Find out who his favorite band is and get him a CD from a completely different genre.

Think of what kinds of things he likes. What kind of music does he listen to? You could get him a CD of his favorite band, or a T-shirt for a band he likes. Guys like those kinds of things =)
