is it true that if you were born in the 1990's that you cant egt your licences until you are 18? i live in california and i was wondering if it is true. thanks so much. i will rate.

At first it started people born in 1990's, and then it changed to past December of 1990. So this law desices if I get my license in a couple months, or in two years.
