I got mine the cheapest at NameCheap.com. I've surfed for hours, and no one beats them, and they're safe. My uncle uses them for his own three websites, and he's had them for 2 years, no problems. They're only $8.88 ($10 if you round it all up. ) And thats for an entire year.
Now ya got a domain name. Sweet, huh? Well, now you need to find a place to host it and the files you want to put on it. I also use Dreamhost.com. They give you about 200-something megabytes for the lowest of $9.99 a month. The most you /really/ need is 50, so you'll have a lot of extra space.
After you've got all that, both sites should be able to walk you through on how to get your site up and running on the Internet! -cheer-

For a free website, the following places are a good place to make one:
www.angelfire.com
www.tripod.com
www.bravenet.com
www.freewebs.com
www.geocities.com
And if you don't like any of these places, you can try www.google.com to search for more.
