Seems like he likes you. And he's too nervous to tell you so that's why he looks away when you catch him looking at you. So, he's probably too nervous to approach you. Maybe you should try going up to him and holding a conversation with him. Flirt and smile with him. Get to know him and stuff. Just go up to him and be like "Hey, I'm _____, what's your name?"
