i am also thirteen and i was in the same situation a while ago. I waited for the guy to break up with the girl and in the mean time i just was friends. he learned to trust me and we grew closer and now we are together trust me it's worth the wait :-D

Either tell him in person or write him a note and tell him how you feel. But do know that if he breaks up with his current girlfriend to go out with you, he will very likely break up with you when another cute girl comes along.
