Is there any chance at all of a woman getting pregnant if the man wears a condom, without actual intercourse?
The penis would still be quite close (touching, probably) to the vagina, but not inside.

Being on the pill also helps, and doing both is the single best way (other than total abstinance from any sexual act) to prevent pregnancy and disease. But from the sound of things, you or whoever you were asking about is pretty damn safe! Good job! Incidentally, you SHOULD wear condoms even when there is no penetration or even ejaculation, because the sperm can still get in and there is often a bit of semen on the tip of the penis before the man ejaculates.
