It can be either.
And sometimes a bit of both.
For example, you probably wouldn't go tickling a member of the opposite sex, if you didn't like them at all, or you weren't confident enough that they aren't going to bite your head off for touching them at all.
Though if someone knows someone else is ticklish, and gets really annoyed if someone tries to tickle them, it could be that as well.
But yes, it can be a method of flirting =)

A good place to start would be doing odd jobs for your parents, neighbours, relatives, their friends, anything you can think of. Washing cars, walking dogs, babysitting. It might feel like there's not a lot you can do, but if you let people know that you're trying to save up money for something, and are willing to do any jobs, you'll be people's first port of call.

Well there's totally tons of ideas out there for matching male and female costumes, and if you look at some online costume stores, they ight be some good ideas there. Things I've seen been done, that have worked pretty well, include:
A pirate captain, with two other pirates.
Gaston (out of beauty and the beast), and a group of his admirers.
Doctor and nurses.
A greek god, with two greek servants.
You could all go as gangters.
A cop and two robbers.
And that's everything that popped into my head in the space of a few minutes.

please please help me. my hair has been horrible my whole life and i absolutely hate it. it is extremely thick frizzy wavy and coarse. i try straightning it and it gets straight but then it just gets frizzy. i think its damaged. i dont know. ive tried all kinds of frizz control and shampoo and conditioner that makes your hair smoother but it doesnt work.do you know of anything that will help my hair? i dont want to go to a hairdresser or anything but is there just really good hair products that you could get at like walmart or something? please help me. i really need your help. My best bet is that your hair is damaged, especially if you're using straighteners a lot, really, you should try not to use straighteners or curlers for a while to let your hair try to repair. If you have a hairdryer, you can use to style your hair, which blows out cold air, this is probably better to use than using heat to dry it, as well. If you haven't got a hairdryer like this though, investing in a good heat defence styling spray (I use a TRESemme one), is really good, because even if you're not styling your hair, this will still make your hair shinier. A good spray on conditioner as well, to apply after shampooing and conditioning is also a good idea. Something else I've started using about once a week, though of no particular brand in general, is a conditioning treatment you leave on your hair for about 30 minutes, and is set to repair hair. Even if your hair isn't damaged, it gives it it's life back. I hope I've helped =)

Well, being the only laptop I've ever had, I have nothing to compare it to. But I'm still pretty sure it's a really decent laptop, 'Acer Aspire 1640'. Basically all I use it for is games, talking and music, and I love it.

My friend Taylor, *of 7 years* always tries to make her look better then me. She always tells people I'm having a bad hair day, I'm breaking out, my parents are strict *even though HER parents are the super strict ones, deff. Not mine!* she'll tell them my families having money problems, I complain to much, or that my legs are a little hairy or something, especially around popular people and hotties.
She ALWAYS does this, I hate going places with her. She thinks she totally cool, but shes not. After two hott guys chose me over her, she's been like this. I'm not trying to compete against her, she just auotmaticly does this. I've tried talking to her, didn't work. What should I do? (link)

If talking to her hasn't done anything, I know she's been your friend of seven years, but if she can't just tone some of her opinions down a little when you've asked, she's not being too nice saying she's your friend. So I suggest the next best thing from approaching it the nice way is to not do the same back to her, but turn everything she says into a joke. If she says you've got hairy legs turn back around and say 'only you'd know, you lesbian, stop looking at them!' but in a jokey way. That way, she'll know how it feels to have the attention turned onto her like that, and hopefully make her feel a bit stupid. If she questions you on what you've done, or asks to have a word, then you have your reason for doing it, because you assumed seeing as she thinks you only find it a joke, you thought she'd take it the same way. After that, I'm sure she'll think before she says anything like that again.

This is totally normal to feel like your parents won't approve, or might embarrass you, but they understand that not all guys are your boyfriend, and that if he is it's your decision to date him. If anything, they'll want to be involved more with what's happening with their daughter's love life. If you arrange for a guy to come round, and mention it to your Mum or Dad, you'll be able to see their reaction, and hopefully it'll be a good one.

Hm, well a start way to start would be to tell everyone you know who could possibly join about it, post about it on other forums (as long as it isn't against that forums board to do that), submit the URL into google, and ask people you know with websites if they'd link you on their website.

Alcohol affects everyone in different ways, and if you have doubts, my best bet would be to say no, and make your own decisions. Your friends probably aren't trying to harm you, but just involve you a little more, so they should still respect your decision not to drink until you feel ready.

-when he says hi, he blushes & then looks down
-he looks at me a whole lot.

-at this party, everyone screamed, JACIS HERE!

Whatever it is, he doesn't hate you.
Do you like him? If you do, then try and flirt a little, show him that you like him too, and if he notices and does feel the same way, he'll probably be more happy to express his feelings.

i'm 15, i way around 115 pounds, i'm a size 3-4 in jeans, i think my butt is way too big for my body, i have a bunch of stomach and thigh fat, and i'm only 5'2. sometimes i feel like i don't have enough confidence or self esteem because of all these issues i have with myself. i'm 5'2 with a big butt, i no that sounds funny but i need to get rid of it. if i was taller then my butt wouldn't look so big. but i'm short and i have a small head plus my legs are HUGE and i'm a size 4 in jeans! please give me some advice on how to lose weight as fast as possible especially in the stomach, butt and thigh section thank you (link)

I agree that with Tulipg17 on that one, it isn't a size where you should feel you need to lose weight, and big bums ARE in style right now, though if you are still unhappy with the way you look, I suggest finding some form of exercise you could do weekly, like swimming - which is great for toning up a lot of areas on your body. Replacing snacks with fruit would also make a good impact. Don't try and diet dramatically, as weight does not stay off this way, just adjust your habits little by little. Although there's nothing you can do to change your height, try wearing wedges or high heels (it is summer, afterall), just to give you a little confidence boost in the meantime =) Hope this helps.

I really like this guy, and if he was my age, I would go out with him without question, but, is this age different ok?

In my opinion, age difference really doesn't matter. It might seem to be a big age gap while you're in your teens, but as you get older it won't make as much difference. Though, have you met him in real life? When talking to people on the internet, and involving yourself with someone like this you should be really careful. Not everyone is who they say they are, no matter how much proof you think you've had. (One of my friends went out with a guy who after four months told her he/she was infact a girl, and had been doing it for a joke. My friend was totally heartbroken).
