if someone tickles you is that considered flirting or just trying to be annoying

tickling means a few things:
1).It could mean that that person likes you and wants to show you affection.
2).It could just mean that that person knows that you hate being tickled and is doing it just to try and get you mad.
3).Or it could mean that the person wants you to get mad so you will fight back.

It can be either.
And sometimes a bit of both.
For example, you probably wouldn't go tickling a member of the opposite sex, if you didn't like them at all, or you weren't confident enough that they aren't going to bite your head off for touching them at all.
Though if someone knows someone else is ticklish, and gets really annoyed if someone tries to tickle them, it could be that as well.
But yes, it can be a method of flirting =)
