And sometimes a bit of both.
For example, you probably wouldn't go tickling a member of the opposite sex, if you didn't like them at all, or you weren't confident enough that they aren't going to bite your head off for touching them at all.
Though if someone knows someone else is ticklish, and gets really annoyed if someone tries to tickle them, it could be that as well.
