in new jersey, if i never got the 6 hours of behind the wheel instruction and i am already 17, do i still need to get them?

No. The 6 hours behind the wheel instruction is used for driver's ed usually. If you never took driver's ed, you can still get your permit & your license. It's just extremely helpful if you do have it.
