Okay, so I'm doing South Beach diet right now, and I'm doing 2 hours of cardio every other day. I'm about to change it to an hour of cardio every day though.
The first time I did South Beach, I lost a lot of weight pretty quickly, but I wasn't working out.
This time I'm doing the diet for an extended period of time and I waited a week before starting to work out to allow my body to get used to the lack of carbs.
With all the cardio I do, and all the dieting I'm doing, I should be losing weight, but I'm gaining it, according to the scale.
My friends say it's muscle mass that I'm gaining, but I don't know.
Is it normal to gain weight on diet and exercise? I heard somewhere you gain muscle weight first and then lose fat, but ah...I feel like I should be losing weight with everything I'm doing.
My question is should I stay on this diet if I'm gaining muscle weight and see if I don't start losing fat-weight soon, or should I try to change it up and lose weight?

It is muscle weight.. If I were you I'd keep going a little longer. The more you do it the more toned your body will be rather you're 'gaining' the weight or losing it. If you're worried about it don't stop the diet, just try something different like yoga or something. It def tones your body and gets you in shape maybe with not so much muscle gainage. Pillates work real well too.

EDIT: Yeah you probably will even if it takes a little longer. It's kinda like the more muscle you have the less fat there'll be. You just gotta get the muscle before you can lose the fat, if that makes sense!
