Some places like TJMaxx and IKEA sell really cheap home decorations.
As for colors, I think that you should go for a neutral color that isn't very bright. That way you won't get sick of it very fast. It also depends with what color your door and the wall frames are. Here is a website with some color samples. You can also go to a hardare store, get samples, and tape them to your wall to see whether it would look good or not.
