There is nothing to worry about. I am the EXACT same size as you and I am 13 years old as well. I was a little concerned too. I asked my mom about it and she said that it's all genetics. It's inherited by someone in your family, most of the time. So, is anyone in your family short too? If so, that's probably who you inherited it from, even if it's not the person who gave birth to you. Sometimes, you may look JUST LIKE a cousin. I look EXACTLY like my cousin, Malissa. She's 19 and I'm 13 but if you put her childhood pictures by mine, you couldn't tell them apart. She's my cousin and I inherit HER size and her facial features. There is nothing to be ashamed of. It's good that we are short. I'm proud and you should be too. I'm also 5'0 and 13, like I said, and I don't care. All my boyfriends are taller than, which is good because tall girls always go out with REALLY short guys and they look like giant freaks. Just think: We'll look so good next to taller guys. It's better to look UP at someone rather than looking DOWN. Right?

Don't worry about it! I'm going through the same thing.
P.S. If no one in your family is short, that means you're going to [soon[ have a growth spirt and grow a few inches in a month. That way, you'll be a little taller! :-)
