ok theres this guy that's really cute and i'm cool with him but sometimes he just looks at me really hard and smiles and i smile back at him when he does that. Do you think he likes me.

It seems to me that he does like you. You should go for it and go up to him next time you two smile at each other or something. Just be like "Hey, whats your name?" And then just go from there. See if he has the internet and you two could talk on there and "get to know each other" lol. Just go for it, he seems like he likes you if he's always starring and smiling at you.
