Then that is when you are ovulating. This when the ovaries are expelling an egg. If I remember sex ed correctly it is in the middle of this cycle that it is the best time for a women to become pregnant.
If you have other meanings then please write back with more specifics. I will say this though if you have young children when to plan on having sex and yes planning is required for most spontaneity is gone. You have to expect to be interrupted. If you are referring to pregnancy, there is no "safe" time to have unprotected sex, but during ovulation is the most risky. If you are talking about sex appeal, some people find the week of her period discouraging, but there's nothing wrong with it.
