Sometimes "asking out" means going out somewhere to hang out, its could mean go out on a date, or it could mean he wants you to be his girlfriend. His tone and your relationship can tell which one. I would say yes or no and then find out what he meant.

Well if the girl likes him as well then she can say 'yes'. If the girl doesn't like the boy then she should just say 'no'.
