As others have mentioned, don't assume that because a woman was butch that she is a lesbian. There are effeminate men who like women, and butch women who like men.
Other reasons? She was zoned out and didn't realize she was staring at you. You had something in your teeth. You were looking at her funny. She was wondering where you got your sweater. Just because this person is or may be a lesbian does this mean a friendship between you is not possible. Being a lesbian is her sexuality, how she chooses to express herself sexually. In all other regards she is a person, a female person who just might have been thinking you would make a nice friend.
Not everyone thinks in the realm of sexuality first. Not everyone is as they appear. What you could have done or should have was gone over to her and introduced yourself. IF she apologized for staring or put you off in anyway then maybe your thoughts might be right. Instead you chose to judge. You may have missed out on a beautiful friendship. People stare at people. They can be wierd, they can be daydreaming about something, they may not be aware. I'm sure she was not fantasizing about you.
