There could be any number of reasons. He might be shy. He might think that he doesn't kiss well. He might feel that you have bad breath, but not want to tell you. He might have a cold sore inside his lip and not want to pass it to you. Maybe he doesn't like kissing in general. Maybe he's about to break up with you. Maybe he's gay.

Well if he is at a young age, maybe he is shy, and afraid he might not do correctly. Or maybe it has something to do with you, like you might have bad breath when you want to kiss, or maybe you pick the wrong times to wan to kiss him. Or he might be one of those guys who don't like to kiss in public. But, the top answer is probably because he is afraid he might not do correctly.
