It is child labor laws. It started because children would work for less money, but the life in factories was so dangerous that children should not be allowed to work there. So they made laws.
In order to work at 14 you need to have a work permit. Once you are 16 you can leagally work with no paper work. The permit is to say that you still do well in school. At 16 you can leagally drop out of school, that is why you do not need a permit at that age.

Hope I helped!

Child labor laws.

There had to be a cut off somewhere or people would abuse a young person's ability to perform hard, manual labor. You are a growing person with lots of learning to do. If you were working all of the time then you wouldn't get nearly as much stuff done in a day as you do now. The 13 / 14 year difference is just what the law felt was most appropriate.

It's flat-out illegal to hire someone under the age the law states. In some cases you can get special forms if the person is about to turn the proper age but, other than that, a law is a law.

The same reason 17 year olds aren't considered adults, but 18 year olds are. The same reason someone 21 can by alcohol but someone 20 can't. The same reason some hotels will only allow someone 25 (but not 24) to rent a hotel room.

There has to be an age limit. If you go down the line of "why someone 13 can't have a job but someone 14 can," eventually there would be no limit at all. If a thirteen year old could get a job, a twelve year old would ask why they can't, and so on and so forth.

So that's why :)
