you can try padded bras and i think there are some exercises you can do to increase your bust.

Oh don't worry too much about it, I'm in the same situation as you are. Im nearly 19, and im still a 32A. I sometimes feel out of place with other girls my age, but its just another thing that makes me more unique than all the other girls who all have bigger breasts. :) So don't worry about what you have, just flaunt what you have!

Breasts come in all shapes & sizes. You have no need to be embarrassed at all.
As far as helping you goes, there isn't anything we can do about your breast size. Don't fall for any of those breast enlargement schemes. Those products do not work.
